He is matching it with Sanskrit ululi-h, ulula-h, Latin Ululate, Semitic (Hebrew) hallelujah, etc.

What about Proto Altaic and Proto Turkic?


*ūlo to cry, howl: Mong. *uli-; Turk. *ūlɨ-; Jpn. *rá-mp-; Kor. *ūr-.


There is an other possibility to match it with
Proto-Turkic: *ulug meaning big, great (Proto Altaic ulu)
if it should/could be about a religion howling, crying.

This word means keeper/watcher of the house! (a "homebuilder?").

Look at the Proto-Turkic words: 

üy: house/home and kur-: to erect a building, to establish


For Oikuros > Evkoru or Evkur would be now the equivalent modern Turkish words

Kur- could be the root of the word KURGAN (the other root for this 100% Turkic word would be koru- (to protect).

Today's issue is an Anatolian epiclesis of Zeus called OGMENOS!

Mr. Pauly says that this word is of Anatolian (Kleinasien) origin. 


Meaning? We don't know.

Now it is my turn:

There is a verb called ögmen meaning "to be praised".

It is a word that the Christians use in connection with the God:

Otto Maenchen-Helfen says it is possible that this name is Turkish > Ay-bars (Moon and leopard)

I have written about a similar name ABARIS, a Scythian:


and continues: Shouldn't Oebasus, mentioned in the poem of the Roman Flaccus, who lived in the 1st century BC, be the same name?/3

But he doesn't accept it because it is very early for a Turkic name in 1. Century AD

 
BUT: There's also Oncheus in the poem (There's also Ocreus)

On and Ok are very old Turkic words.
