The leader of the Kutrigurs, whose Turkish identity is not disputed, was allegedly a Persian named ZABERGAN (558 AD). 

The meaning of her name is Dolunay/1

 My suggestion for his name Zabergan is Turkish ÇEWÜRGEN. 

Kashgarli gave this word/2 

It means 'the man who tests the arrows'/3 

 +gAn is the Old Turkish derivational suffix. It strengthens the verbs it encounters and emphasizes their frequency.

And the head of a Turkish tribe is more likely to be a Turk whose name is Turkish!
