I have a proposal for its etymology:

Türkic ara meaning "space between" or "the pause that interrupts the continuity".

Arata arata means sometimes. (See Eski Türkçe Sözlük by Fuzuli Bayat)

I think you have to be blind not to see the parallel.

And yes, it is an Altaic word according to Starostin/Dybo.
